Scattering at small particles, like droplets or ice crystals are the second major scattering mechanism for RWP's. The Rayleigh approximation can be easily used for simplification, because the particle diameter is always much smaller than the wavelength. Due to the wavelength dependence, Rayleigh scattering is much stronger at L-Band than at VHF.
